[Cable Network News] To accelerate the construction of the Heilongjiang Pilot Free Trade Zone, Heilongjiang Provincial Electric Power Company has launched 20 guarantee measures for the facilitation and internationalization of power supply services.

Heilongjiang Provincial Electric Power Company will establish dedicated power supply service centers in the three pilot free trade zones of Harbin, Heihe, and Suifenhe, which will be successively inaugurated in mid-September. These centers will proactively connect with the construction of the pilot free trade zones, providing high-quality power supply services to important industrial parks and a wide range of customers.

Continuously conducting in-depth research to reduce the time, procedures, and costs of power connection, promoting new measures for hassle-free power application, fully implementing 23 measures for the governance of business expansion and installation, increasing the free low-voltage access capacity standard from 80 kVA to 160 kVA, and reducing customer power connection costs by approximately 280 million yuan.

Adopting the principle of "increase as needed" for the pilot free trade zones, flexibly meeting customer power demands, and ensuring that supporting grid projects are designed, constructed, and put into operation ahead of time in sync with customer projects. Implementing "Three Provinces" services for large and medium-sized enterprise customers and "Three Zero" services for low-voltage small and micro enterprise customers, with the goal of reducing the average power connection time for large and medium-sized customers from 120 days to 60 days and for low-voltage small and micro customers from 30 days to 15 days by the end of the year.

Enhancing the level of smart power consumption services through channels such as "Palm Power," "e-Bao," "Online Banking," WeChat, and Alipay, achieving multi-channel interconnection between power users and the supply side, and handling various power business transactions around the clock. Fully implementing the "grid-based" proactive repair mode to achieve one work order, one team, and one-time resolution, reducing customer power outage time.

In addition to providing excellent power supply services, the provincial electric power company will also actively explore and innovate new models of business development in the pilot free trade zones. For example, promoting the construction of "multi-station integration" to support the development of 5G in the pilot free trade zones; accelerating the construction of the vehicle networking platform to create a "10-minute charging circle" in the pilot free trade zones; investing in the construction of smart streetlights and providing operation and maintenance services; sharing the application results of power big data with the management committees of the pilot free trade zones; and accelerating the construction of the ubiquitous power Internet of Things, continuously promoting the rapid development of the pilot free trade zones towards facilitation, liberalization, and internationalization.
