As one of the key projects of Dongguan City and one of the twenty key projects of Shilong Town, the high-voltage electrical apparatus testing base project started construction in 2012. The completion and operation of this project fills the gap in high-voltage electrical apparatus testing capability in Guangdong Province, the South China region, and even Southeast Asia. It is great news for electrical equipment manufacturers in South China and will help improve the production and R&D level of electrical equipment in Southeast Asia.
"Originally, we planned to be in Guangzhou, but were hindered by factors such as the power grid, while the Shilong Town government actively facilitated connections and provided great support for introducing the project," said Lin Zhili. Since high-voltage electrical apparatus testing is mainly concentrated in Xi'an, Shenyang, and other places, and there is no similar base in South China, Shilong became an excellent choice.
Lin Zhili introduced that the first phase of Guang'an was completed in 2007, achieving good economic and social benefits, and it is expected that this year's output value will exceed 50 million yuan. On the basis of the first phase, the company gradually started the second phase project. The second phase project put into trial operation - the high-voltage electrical apparatus testing base - is a laboratory specifically established for electrical apparatus such as transformers, instrument transformers, circuit breakers, load switches, insulators, and capacitors with voltage levels of 220kV and below.
The total investment in this project is 196 million yuan, with a construction area of 15,000 square meters. It includes a high-voltage testing hall with a height of 23 meters, capable of meeting the testing needs of large 220kV equipment.
In 2012, the second phase project officially started construction. With the care and support of governments at all levels and all parties, after more than two years of construction, overcoming many difficulties such as high voltage, high current, many non-standard equipment, poor geological terrain, and tight construction schedule, it was completed on schedule in August 2014 and achieved phased trial operation, starting operation of some projects. It is expected that all projects will be operational by October this year.
It is reported that the high-voltage electrical apparatus testing base adopts a test system powered by a 3500MVA impact generator worth about 50 million yuan, and uses a high-speed camera that can capture 680,000 frames per second, which is currently internationally advanced, to analyze electric arcs. After the project is completed and put into operation, it will be able to conduct all tests (including short-circuit tests) on 110kV transformers, meeting the testing requirements for switchgear up to 35kV, 16kA; 12kV, 65kA and below.
On the day of trial operation, many industry experts came to inspect, and they unanimously agreed that the completion and operation of this project fills the gap in high-voltage electrical apparatus testing capability in Guangdong Province, South China, and Southeast Asia. It will greatly alleviate the product testing needs of about 300 high-voltage electrical apparatus manufacturers in the province and surrounding areas, significantly saving product testing costs and time to market, and will play a good driving role for the high-voltage electrical apparatus industry in Guangdong Province and South China.
"In the early stage of construction, we faced many difficulties, such as financing, technology, and power supply, but with the care and support of the government and relevant departments, the project was successfully completed," Lin Zhili said. Currently, the company has carried out industry-university-research cooperation with South China University of Technology and established an "Excellent Engineer Internship Base" to allow graduate students in electrical engineering to showcase their talents in the company.
As the only testing center in South China that integrates high, medium, and low voltage, the company provides "one-stop" services for enterprises, with more than 1,000 enterprises cooperating with the center every year. Currently, the company cooperates with foreign certification bodies, such as ASTA certification and KEMA certification. Certification reports issued here are valid nationwide.
Lin Zhili introduced that in terms of transformer testing, services have been provided to domestic and foreign customers such as China Southern Power Grid, ABB, and Haihong. In addition, in terms of low-voltage electrical apparatus testing, services have been provided to domestic and foreign customers such as GE (USA), Schneider (France), Fuji (Japan), MAGAUCT (Malaysia), and Yunnan Power Grid, and the service level has been well received. Currently, some projects such as high-speed rail and military industry have entrusted the company for testing, and some business has expanded to Brazil in South America.
Mr. Li from an electrical company said that previously, the company's electrical equipment had to be sent to Shenyang for testing, which normally took 45 days (excluding the time for product queuing for testing). After the Guang'an second phase high-voltage electrical apparatus testing base was put into use, the time was shortened to about 3 weeks, directly saving at least about 30% in costs.
Some experts said that Guang'an's current service capability, platform construction technical level, etc., are at a leading level in China. Therefore, in the future, especially for the upgrading of electrical equipment in Guangdong, it is a blessing. Especially in South China, it has stronger core competitiveness.
"In order to further improve the testing capability and effectively supplement the first and second phases, we will build a National Quality Supervision and Inspection Center for Smart Grid Equipment," Lin Zhili said. The center will improve the entire testing chain and drive the entire industry. Currently, they are striving for approval from the national quality supervision department.
